The Federal Government has sent a revised budget to the National Assembly , cutting down some costs in view of the coronavirus pandemic in Nigeria .
A top source in the National Assembly shared a copy of the revised 2020 budget on Wednesday , noting that a meeting was ongoing between the leadership of the National Assembly and the Minister of Finance , Zainab Ahmed , and the Group Managing Director of the Nigerian National Petroleum Corporation , Mele Kyari .
Part of the documents showed that there is a 20 per cent cut on capital projects across ministries , departments and agencies to the tune of N 312, 820 ,542 ,675 .

You wouldn’t want to hear the total number of global death. By now you want to ask me whether the world ended, the answer is it didn’t, lol.
- THE_BLACK_DEATH. This was by far the worst. It occurred from 1346-1353, that was 7 years long pandemic. It was caused by bubonic plague transmitted by fleas.
By that time, the world’s population was 400million, then 200 million died. Half of the world’s population died. If the world was to end with a disease, it would end that time not with corona.

The Federal Government on Tuesday reached out to 5 ,000 indigent citizens drawn from 16 council areas of Ekiti State under its Cash Transfer Scheme targeted at fighting poverty .
Ekiti State Governor , Dr Kayode Fayemi , disclosed that the beneficiaries received between N 20 , 000 and N 60 , 000 each .
Fayemi , represented by the Special Adviser , Office of Transformation and Delivery , Prof . Bolaji Aluko , who spoke at the inauguration of the National Conditional Cash Transfer programme executed in partnership with the Ekiti State Government , said the programme was to alleviate poverty level among poor Nigerians .
Fayemi said, “ This is part of the programmes packaged by President Muhammadu Buhari’s administration to uplift the standard of living of the poor masses and Ekiti people are benefiting owing to recognition of our strong support for the Federal Government .

The Federal Government has said Nigerians abroad , who wished to be evacuated amid the pandemic, must be “ COVID - 19 free ” , The PUNCH has learnt .
This was contained in the “ COVID -19 Application Form for Nigerians who want to return home ” on the website of the Nigerians in Diaspora Commission .
Citizens intending to be repatriated are required to complete the form , The PUNCH reports .
One of the conditions for evacuation expressly stated in the form is that Nigerian nationals willing to join the evacuation flights planned by the Federal Government must be tested for coronavirus and certified negative .
“ You MUST get tested for the Virus in your country of residence and be issued an Authorised Health Clearance Certificate attesting that you are COVID - 19 free . This Certificate MUST be presented and authenticated by officials at the Airport in your country of departure before you are allowed to board the Aircraft , ” part of the requirements read.
Another requirement was that the cost of travel would be paid by the potential evacuees and upon landing , they would be placed on a 14 -day compulsory quarantine at a location approved by the Nigeria Centre for Disease Control.
Confirming this development, NIDCOM Chairman , Abike Dabiri- Erewa , said the coronavirus test requirement is based on the NCDC protocol and must be adhered to.

Twitter while addressing concerns from some Nigerians abroad .
“ Dear Madam, we have been instructed to go for a COVID - 19 test before we can be considered for evacuation from the United States . This is both sad and shocking to us considering that we are visitors in the US with no access to any health and social care benefits ,” a user , Adeolu Anthony Olagunju , had informed the NIDCOM chairman .
Responding , Dabiri -Erewa said , “ Beyond NIDCOM power. It is an NCDC protocol based on very cogent reasons , I am sure . We will continue to engage with them . If anything changes , our embassy will inform you . Scary times but the Lord will heal the world as we do look forward to welcoming you home soon. ”

The Lagos State Police Command has released on bail the governorship candidate of the Action Democratic Party in the state in the 2019 gubernatorial election , Babatunde Gbadamosi , and his wife .
The couple were released on Tuesday alongside a musician , Azeez Fashola , aka Naira Marley, after they perfected their bail conditions .
The trio had on Monday turned themselves in at the State Criminal Investigation and Intelligence Department , Panti, Yaba , and were detained after the police asked them and others , who attended a birthday party organised by a popular actress , Funke Akindele - Bello , aka Jenifa , to report at the SCIID .
The party was organised by Funke for her musician husband , Abdul Rasheed Bello , alias JJC Skillz, at their residence on the Amen Estate in the Ibeju -Lekki area of the state .
More than 20 persons were in attendance at the party in contravention of the state government ’ s social distancing directive to limit the spread of the coronavirus.
The celebrity couple were arraigned by the state government on Monday and were sentenced to 14 days of community service and also fined N 100, 000 each by Mrs Aje Afunwa of the Lagos State Magistrates ’ Court in Ogba .
The magistrate , who also ordered that they should be placed in isolation , added that they must compile and submit the names and phone numbers of all those, who attended the party .
The state Police Public Relations Officer , Bala Elkana , who confirmed the release of Gbadamosi , his wife and Naira Marley to our correspondent , however, stated that they would be arraigned today.
“ They ( Gbadamosi , his wife and Fashola ) are on bail because the court did not sit today ( Tuesday ) and we could not keep them beyond the constitutional time given . They all slept in the cell yesterday ( Monday ) and they have all been granted bail and asked to report back tomorrow ( Wednesday ) so that they can be arraigned, ” he stated.

Despite opposition by the Nigerian Medical Association , the visiting 15 -member medical team from China will arrive the Nnamdi Azikiwe International Airport, Abuja , on a chattered Air Peace aircraft on Wednesday ( today ) .
The personnel , who are experts in infectious diseases, respiratory illness , intensive care, cardiology , neurology , general surgery and anesthesiology , will be coming with their drugs , and equipment to carry out COVID -19 tests on the staff of the China Civil Engineering Construction Corporation in the country .
The Executive Director , CCECC , Mr Jacques Liao , said in a statement in Abuja on Tuesday , that the medical team would be coming with 16 - ton test kits , ventilators, disinfection machine , disposable medical masks , drugs , infrared thermometer and other items ordered by the Federal Government .
Liao dispelled what he described as the controversy about the team ’ s visit , stating that “ the primary purpose of the team is to provide CECC employees with critical and necessary healthcare .”
He added, “ All members of the working team have tested negative for COVID - 19 and shall commence their stay in Nigeria by spending 14 days in quarantine .
“ The primary purpose of the team is to provide CCECC employees with critical and necessary health care assistance . They are also coming with adequate personal protective equipment and medical items for the employees. ”
The director explained that under the directive of the Embassy of China in Nigeria and in response to the Federal Government ’s request, the team may also share with their Nigerian counterparts effective methods on COVID - 19 containment .
Liao explained that in keeping with CCECC’ s corporate value , ‘stride with Nigeria ,’ the firm would be participating in the construction of two COVID - 19 response facilities in the Federal Capital Territory for free .
Meanwhile, the Minority Caucus of the House of Representatives has rejected the decision of the Federal Government to bring in Chinese doctors and nurses to assist in tackling the coronavirus pandemic.
The lawmakers on Tuesday said the decision to bring in people from “ the hotbed of the plague” was not in Nigeria ’s best interest . They urged the Federal Government to suspend the plan .
Their position was contained in a statement signed by the House Minority Leader, Ndudi Elumelu ( PDP , Delta) , in Abuja , on Tuesday .

Elumelu said the caucus wanted the Federal Government to rescind its decision to import doctors from the “ hotbed of the plague into our country at this critical time . ”
The statement read in part , “ The lawmakers note that Nigerian doctors and nurses are doing well so far in managing the scourge , and express fears that bringing in Chinese medical personnel , whose status, intentions and scope cannot be easily ascertained and controlled is totally against our national interest .
“ The Federal Government should note the apprehensions of Nigerians and professional bodies including the Nigeria Medical Association over the decision . The caucus notes that this is particularly after alleged escalation of the pandemic in certain countries after Chinese doctors were reportedly involved , in addition to widespread trepidations over the safety of medical equipment and kits from China at this point in time .
“ At such critical time , the safety and wellbeing of our citizens must be paramount and anything that is capable of further jeopardising their lives must be avoided .”

The Presidential Task Force on COVID - 19 , on Tuesday , commended the Lagos State Police Command for the prosecution and conviction of high-profile violators of the lockdown order by the President , Major General Muhammadu Buhari ( retd .) .
This may not be unrelated to a birthday party organised by popular actress , Funke Akindele , aka Jenifa , and her musician husband , Abdul Rasheed Bello , at their Lagos home on Saturday , with over 20 attendees .
The couple were , on Monday , sentenced to 14 -day community service for violating the lockdown order .
Similarly , the Lagos governorship candidate of the Action Democratic Party in the 2019 governorship election , Babatunde Gbadamosi , and his wife , who were among the guests at the party, on Monday , reported at the State Criminal Investigation and Intelligence Department , Panti , Yaba , and were detained.
Earlier , a musician , Azeez Fashola , aka Naira Marley , who also attended the party, turned himself in at the SCIID and was detained.
The Chairman of the PTF and Secretary to the Government of the Federation , Boss Mustapha , who spoke during a live briefing of the task force in Lagos , said no one is above the law .
Mustapha said, “ Reports have been received of the general level of satisfactory compliance in Lagos with the lockdown order and we have similarly received reports of violations .
“ In this case, I commend the governor of Lagos State with his institutions for the instant action of the government by prosecuting and convicting notable violators, which shows that nobody is above the law .”

WhatsApp on Tuesday placed new limits on message forwarding as part of an effort to curb the spread of misinformation about the coronavirus pandemic.
The new policy limits users to forwarding certain messages to one “ chat ” at a time , aiming to limit the rapid propagation of content which is provocative but likely to be false .
The Facebook -owned messaging platform said it took the action to enable people to concentrate on personal and private communications during the health crisis .
In recent weeks , “ we ’ve seen a significant increase in the amount of forwarding which users have told us can feel overwhelming and can contribute to the spread of misinformation, ” WhatsApp said in a blog post .
“ We believe it ’ s important to slow the spread of these messages down to keep WhatsApp a place for personal conversation .”
Last year , WhatsApp set limits on forwarded messages to five chats at a time , “ to constrain virality ,” responding to events in India where the rapid proliferation of unverified information led to mob violence .
The new policy applies to messages forwarded “ many times” and marked with a double-arrow , indicating that it did not originate from a close contact , according to WhatsApp.
“ In effect, these messages are less personal compared to typical messages sent on WhatsApp ,” the blog said .
“ We are now introducing a limit so that these messages can only be forwarded to one chat at a time . ”
WhatsApp along with its parent Facebook have been scrambling to curb an explosion of rumors and hoaxes about the coronavirus and at the same time seeking to promote verified content .

The new policy limits users to forwarding certain messages to one “ chat ” at a time , aiming to limit the rapid propagation of content which is provocative but likely to be false .
The Facebook -owned messaging platform said it took the action to enable people to concentrate on personal and private communications during the health crisis .
In recent weeks , “ we ’ve seen a significant increase in the amount of forwarding which users have told us can feel overwhelming and can contribute to the spread of misinformation, ” WhatsApp said in a blog post .
“ We believe it ’ s important to slow the spread of these messages down to keep WhatsApp a place for personal conversation .”
Last year , WhatsApp set limits on forwarded messages to five chats at a time , “ to constrain virality ,” responding to events in India where the rapid proliferation of unverified information led to mob violence .
The new policy applies to messages forwarded “ many times” and marked with a double-arrow , indicating that it did not originate from a close contact , according to WhatsApp.
“ In effect, these messages are less personal compared to typical messages sent on WhatsApp ,” the blog said .
“ We are now introducing a limit so that these messages can only be forwarded to one chat at a time . ”
WhatsApp along with its parent Facebook have been scrambling to curb an explosion of rumors and hoaxes about the coronavirus and at the same time seeking to promote verified content .

According to British tabloid Daily Mail, the next step is for scientists to determine the correct human dosage, to make sure the level used in vitro is safe for humans.

European Commission head Ursula von der Leyen said the money would help countries with weak healthcare systems tackle the impact of COVID -19 and also aid their long - term economic recovery .
Beating the pandemic in Europe alone is not enough , officials say , pointing out that if coronavirus continues to rage elsewhere in the world , it will simply return in time .

“ We will only win this battle with a coordinated global response ,” von der Leyen said in a video posted on Twitter .

Osun State Government has said it would begin the distribution of relief materials to cushion the effects of the coronavirus lockdown on the residents effective Wednesday .

The Secretary to the State Government , Wole Oyebamiji, said the distribution would be done across all polling units in the state , adding that the items would be distributed without preference for any party or religion .

The US also informed potential evacuees from Nigeria amid the coronavirus pandemic that the hospitals in the US were overwhelmed .
In a statement on its website on Monday , it told its citizens that the registration for evacuation flights from Nigeria ends 9 : 00 a. m . on Wednesday , April 8 .

The statement read, “ The U .S . Embassy in Abuja is in the process of contacting persons who have registered their interest in being placed on an evacuation flight .

“ The attempt to import Human resources for Health from China into Nigeria where many qualified medical doctors and other cadres of health workers are yet to be gainfully employed is the height of insensitivity and disservice on the part of the Federal Government and their advisers ,” the Nigerian Association of Resident Doctors added.

Actress , Funke Akindele -Bello , popularly known as Jenifa , and her musician husband , Abdul Rasheed Bello , alias JJC Skillz , were on Monday sentenced to 14 days of community service for violating the Lagos State Government ’s lockdown order to limit the spread of the coronavirus.
This is just as the governorship candidate of the Action Democratic Party in the state in the 2019 gubernatorial election , Babatunde Gbadamosi , and his wife , who were among the guests at a birthday party for Abdul Rasheed on Saturday , reported at the State Criminal Investigation and Intelligence Department , Panti, Yaba , and were detained.
Earlier , a musician , Azeez Fashola , aka Naira Marley , who also attended the party, turned himself in at the SCIID and was detained.
The Attorney General of the state , Mr Moyosore Onigbanjo ( SAN ) , vowed that all those , who attended the party , would be prosecuted .
Mrs Aje Afunwa of the Lagos State Magistrates ’ Court in Ogba , who pronounced the sentence on the Bellos , also imposed a fine of N 100 ,000 each on the celebrity couple.
The magistrate , who also ordered that they should be placed in isolation , added that they must compile and submit the names and phone numbers of everyone , who attended the party.
The magistrate’ s pronouncements followed the arraignment of the couple by the Lagos State Government for holding a birthday party attended by over 20 people in violation of the lockdown and social distancing order .
The one count filed against the couple read, “ That you , ( 1 ) Funke Akindele and ( 2 ) Abdul Rasheed Bello , on April 4 , 2020 , on Gbadamosi Close, Amen Estate , Ibeju- Lekki in the Lagos Magisterial District , gathered at the aforementioned with over 20 persons, contrary to the social distancing directive of Mr Governor of Lagos State , made pursuant to Regulation 8 ( 1 ) ( a ) and ( b ) and 17 ( 1 ) ( i) of the Lagos State Infectious Disease ( Emergency Prevention) Regulation , 2020 , and thereby committed an offence punishable under Section 58 , Public Health Law, Cap P 16 Vol . 9 , Laws of Lagos State , 2015 . ”
When the charge was read to them , the couple told the chief magistrate that they had some clarifications to make .
When told that it was either they admit holding a party as alleged and plead guilty or deny holding a party and plead not guilty, they pleaded guilty.
Onigbanjo , who led the prosecution team , said in view of their guilty plea , the magistrate should sentence them according to the provisions of the law .
However, the defence counsel , Yomi Alagbada , urged the magistrate to temper justice with mercy , saying the celebrity couple were “ first -time offenders , respectable members of society and have two little children , one of whom is ill . ”
He said, “ The first defendant ( Funke Akindele ) is an ambassador for Lagos State ; she advocates that people should pay their taxes and she uses her talent to advance the cause of the state ; she used to do it and will continue to do it .

“ I urge my Lord to consider this relationship , which will continue after now , and I hope that my Lord will play a role in ensuring that the relationship between the first defendant and Lagos State continues .”
In her judgment, the magistrate scolded the couple, saying it was reckless and irresponsible of them to have organised such a party “ when thousands have died or have been infected , and the whole world is mourning. ”
Afunwa stated , “ It is callous for an individual to throw such a huge party ; while governments are paying millions to flatten the curve , the two defendants were strengthening the curve by throwing a party.
“ Have the two defendants lived up to the expectations of the public and the teeming youths who look up to them ? The answer is no .”
Pronouncing the sentence , the magistrate said, “ The defendants shall pay a fine of N 100, 000 within three days from today ( Monday ) . The trial of the couple and their sentencing, have, however, attracted mixed reactions from Nigerians . While some felt the drama surrounding the prosecution was unnecessary , others said the sentencing would serve as a deterrent to others .
A Twitter user , @ FestusGreen , called for the arrest of the Imam of the Agege Central Mosque, where over 300 worshippers violated the ban on the gathering of more than 20 people and allegedly attacked enforcement officers.
He tweeted , “ Who is the Imam of Agege Central Mosque? Why has he not been arrested for flouting the social distancing directives of @followlasg ? Are our laws selective ? Is @followlasg afraid ? # funkeakindele # funkeakindelebello .”
Gbadamosi had in a video apologised to Nigerians for attending the party .
However, a Twitter user ,
@LordBenyem , wrote about Gbadamosi before he reported at the SCIID , “ You went to greet Mr Bello because he and your wife share same birth month which is April is delusional . You hear social distancing and you are here saying this . Please I don ’t want to vex today. ”
Another user , @ Oluhill, tweeted , “ I like that his apologies were unreserved, but he was still wrong , he should also face the wrath of the law ; if Funke was arrested , every adult in that party should also be arrested .”
Another Twitter user , @DidiBiggs , wrote , “ I would not hold brief for him . He was out of line . Now that he is in self- quarantine, a fine should be given. All of them at the party need to self-isolate. ”
@LadyFat 59043142 tweeted , “ Such a huge disappointment… No excuses whatsoever for visiting at this time. He shouldn ’ t even have been there no matter what and also should have left when it became a crowd . I haven ’ t been to my neighbours’ house since 14 th of March . We chat on WhatsApp .”

The police had on Sunday urged Fashola and others , who attended the couples ’ party , to report at the SCIID , or be declared wanted .
The state Police Public Relations Officer , Bala Elkana , confirmed to one of our correspondents on Monday , that Gbadamosi and his wife reported at the SCIID and were promptly arrested .
He also said the couple were being detained and would be arraigned .
“ Yes, it is true that Gbadamosi and his wife reported at the SCIID as directed . They are in custody and will be arraigned, but I can ’t tell you when they will be in court, ” he stated.
The PPRO had earlier confirmed the arrest of Fashola .
He said in a statement , “ Azeez Fashola , aka Naira Marley , is now in police custody . He will also be charged for violating the restriction order . The command has launched a manhunt for the other persons, who attended the party.
“ The Commissioner of Police , Lagos State Command, Hakeem Odumosu , expressed his profound gratitude to Lagosians and other well -meaning Nigerians , who spoke up against the violation. Together, we can stop the spread of COVID - 19 .”

Actress , Funke Akindele -Bello , popularly known as Jenifa , and her musician husband , Abdul Rasheed Bello , alias JJC Skillz , were on Monday sentenced to 14 days of community service for violating the Lagos State Government ’s lockdown order to limit the spread of the coronavirus.
This is just as the governorship candidate of the Action Democratic Party in the state in the 2019 gubernatorial election , Babatunde Gbadamosi , and his wife , who were among the guests at a birthday party for Abdul Rasheed on Saturday , reported at the State Criminal Investigation and Intelligence Department , Panti, Yaba , and were detained.
Earlier , a musician , Azeez Fashola , aka Naira Marley , who also attended the party, turned himself in at the SCIID and was detained.
The Attorney General of the state , Mr Moyosore Onigbanjo ( SAN ) , vowed that all those , who attended the party , would be prosecuted .
Mrs Aje Afunwa of the Lagos State Magistrates ’ Court in Ogba , who pronounced the sentence on the Bellos , also imposed a fine of N 100 ,000 each on the celebrity couple.
The magistrate , who also ordered that they should be placed in isolation , added that they must compile and submit the names and phone numbers of everyone , who attended the party.
The magistrate’ s pronouncements followed the arraignment of the couple by the Lagos State Government for holding a birthday party attended by over 20 people in violation of the lockdown and social distancing order .
The one count filed against the couple read, “ That you , ( 1 ) Funke Akindele and ( 2 ) Abdul Rasheed Bello , on April 4 , 2020 , on Gbadamosi Close, Amen Estate , Ibeju- Lekki in the Lagos Magisterial District , gathered at the aforementioned with over 20 persons, contrary to the social distancing directive of Mr Governor of Lagos State , made pursuant to Regulation 8 ( 1 ) ( a ) and ( b ) and 17 ( 1 ) ( i) of the Lagos State Infectious Disease ( Emergency Prevention) Regulation , 2020 , and thereby committed an offence punishable under Section 58 , Public Health Law, Cap P 16 Vol . 9 , Laws of Lagos State , 2015 . ”
When the charge was read to them , the couple told the chief magistrate that they had some clarifications to make .
When told that it was either they admit holding a party as alleged and plead guilty or deny holding a party and plead not guilty, they pleaded guilty.
Onigbanjo , who led the prosecution team , said in view of their guilty plea , the magistrate should sentence them according to the provisions of the law .
However, the defence counsel , Yomi Alagbada , urged the magistrate to temper justice with mercy , saying the celebrity couple were “ first -time offenders , respectable members of society and have two little children , one of whom is ill . ”
He said, “ The first defendant ( Funke Akindele ) is an ambassador for Lagos State ; she advocates that people should pay their taxes and she uses her talent to advance the cause of the state ; she used to do it and will continue to do it .

“ I urge my Lord to consider this relationship , which will continue after now , and I hope that my Lord will play a role in ensuring that the relationship between the first defendant and Lagos State continues .”
In her judgment, the magistrate scolded the couple, saying it was reckless and irresponsible of them to have organised such a party “ when thousands have died or have been infected , and the whole world is mourning. ”
Afunwa stated , “ It is callous for an individual to throw such a huge party ; while governments are paying millions to flatten the curve , the two defendants were strengthening the curve by throwing a party.
“ Have the two defendants lived up to the expectations of the public and the teeming youths who look up to them ? The answer is no .”
Pronouncing the sentence , the magistrate said, “ The defendants shall pay a fine of N 100, 000 within three days from today ( Monday ) . The Nigerians in Diaspora Commission has disclosed that many Nigerians in the United Kingdom, United States , China and in West Africa have been registering with the Nigerian missions abroad for evacuation to Nigeria.
The commission said many interested individuals were willing to return home on account of the coronavirus pandemic, noting that their response had been overwhelming.
The NIDCOM spokesman, Abdul -Rahman Balogun , confirmed to our correspondent in Abuja on Monday that those registering for evacuation were ready to foot their flight expenses .
The Ministry of Foreign Affairs had last Friday directed Nigerian missions abroad to compile a list of stranded Nigerian nationals who wished to come back home .
It stated that the financial implications would be borne by the prospective evacuees, who would also be compulsorily quarantined on arrival.
In response to the directive, the Nigerian Consulate in New York , United States , announced in a statement on Sunday , that it had begun compiling names of Nigerians willing to return home .
Providing an update on the exercise , Balogun explained that some of the stranded Nigerians agreed to be quarantined on arrival in Nigeria , adding that they were also willing to bear the travel cost .
He said, “ Nigerians are responding overwhelmingly from China , UK , US and also from West Africa . We can’ t quote a figure because the registration is still ongoing . ”
Balogun noted that the commission had been receiving emails from other interested Nigerians overseas about the modalities for the evacuation.
He added , “ A lot of people have been sending emails to us. The response has been overwhelming . Some said they were ready to be quarantined on their return to the country ; they are ready to pay for the evacuation. Some also have their air tickets but they could not come before the lockdown order was implemented. ”
Speaking on the registration of Nigerians overseas during a briefing by the Presidential Task force for the Control of Covid- 19 on Monday , the Minister of Foreign Affairs, Geoffrey Onyeama , said the government would work out the evacuation logistics after the exercise .
He advised Nigerians abroad to stay where they were , citing an advisory by medical experts who warned that travellers were susceptible to Covid-19 infection .
He stated , “ We have written letters to our embassies to give us an indication of the number in their countries and once we have that , we would be able to look at the issue of logistics and how to bring them back .
“ We should also bear in mind that the medical people have said that it’ s better to stay where you are if you can but you stand a much better chance of catching the virus if you are travelling up and down . ”

Confirmed coronavirus cases in Nigeria have increased to 238 .
This was after the country recorded six new cases on Monday .
The Nigeria Centre for Disease Control announced this via its Twitter handle .
Of the six new cases , the NCDC said two were recorded in Kwara State , two in Edo , one in Rivers and one in the Federal Capital Territory , Abuja .
The PUNCH reports that Kwara has recorded its first two cases , the numbers of infections in Edo rose to ll and Rivers now has two cases .
NCDC also said that 35 patients have now been discharged in the country .

The Nigerian Communications Commission has said there is no link between 5 G technology and the COVID -19 pandemic.
The Commission , which spoke in a statement issued by Henry Nkemadu , Director , Public Affairs, described claims that 5 G technology was responsible for the disease as misleading.
NCC also stressed that 5 G technology has not been deployed in Nigeria .
Parts of the statement read, “ There is no correlation between 5 G technology and COVID - 19 .
“ 5 G is an advancement on today’s 4 G technology designed to transform the world positively .
“ There is no deployment of 5 G in Nigeria at the moment. ”
The NCC back in November 2019 approved trial test for 5 G for a period of three months and that the trial has been concluded and installation decommissioned .
“ The trial among others was to study and observe any health or security challenges the 5 G network might present .
“ Relevant stakeholders including members of the security agencies were invited to participate during the trial .”
The Commission added that it will continue to maintain its policy of technology neutrality and will continue to encourage service providers to deploy the best technology that will meet the needs of the society in a secured and friendly manner .
NCC further explained that 5 G is the fifth generation of mobile technology which is an improvement of today’s 4 G technology with enhanced capabilities.
“ 5 G technology provides the platform for new and emerging technologies such as Internet of Things, Artificial Intelligence and Big Data to improve the way we live and work , ” the statement said.
It added that the technology will transform the world by connecting everything with everybody .
“ It will create millions of jobs , it will add billions of dollars to the economy and can solve some of our problems such as insecurity and improve governance and efficiency in the society .”
In the same vein , NCC explained that telecoms operators are rolling out more fibre during the lockdown because of the increase in the volume of voice and data usage .
“ As a result of the lockdown , the amount of voice and data usage has increased by huge amounts and there is need to expand the network to provide optimum quality of service to users sitting at home .
“ Telecom is also critical for information dissemination during the lockdown , ” the Commission explained."

A vaccine against the virus is not expected to be available before next year.
Work needed to be done quickly on the development of a new vaccine to enable a “billions of doses capacity” as quickly as possible, Gates said in an interview with the U.S. broadcaster Fox News on Sunday.
Developed nations, like the U.S., will be able to combat the virus sooner or later, he said, but the virus needed to be defeated globally.

“Things will not get back to truly normal until we have a vaccine that has gotten out to, basically, the entire world,” Gates told Fox News.
On Thursday, Gates called on the U.S. government to start constructing factories for the most promising vaccine developments in the fight against the virus.
That could lead to the loss of millions of dollars, as some vaccines would probably never be needed, Gates conceded on his blog, GatesNotes.
No private company could take on that risk, Gates said, but it would be the only way to ensure mass production of a vaccine.
“Because many of the top candidates are made using unique equipment, we’ll have to build facilities for each of them, knowing that some won’t get used,” Gates said on his blog.
“Private companies can’t take that kind of risk, but the federal government can,” he said.
The Gates Foundation, which mainly funds health programs, has already provided 105 million dollars to combat the coronavirus pandemic.

The President , Major -General Muhamadu Buhari ( retd. ) , has given approval for the withdrawal of $ 150 m from the Sovereign Wealth Fund for distribution to the three tiers of government .
The Minister of Finance , Budget and National Planning , Mrs Zainab Ahmed , disclosed this on Monday , in Abuja during a media briefing on the fiscal policy measures to tackle the impact of the coronavirus pandemic on the economy.
She said the amount would be withdrawn from the stabilisation fund component of the Sovereign Wealth Fund.
The fund is currently being managed by the Nigerian Sovereign Investment Authority , The PUNCH reports .
Zainab said the need to withdraw the amount was to cushion the negative impact of the drop in revenue on the federation account.
She said , for instance , that since January, revenue inflow into the account has been on a decline – a situation that has affected the amount distributed to the three tiers of government by the Federation Account Allocation Committee.
The finance minister also said the government would be approaching international finance institutions such as the World Bank , International Monetary Fund, African Development Bank among others to seek an additional fund to tackle the economic impact of the COVID -19 pandemic on Nigeria .
Buhari had last month set up a Special Ministerial Task Force to seek ways and advise on the general economic outlook, stimulus plans, and packages to save the Nigerian economy.
The task force headed by Ahmed is made up of the Minister of State , Budget and National Planning , Clem Agba ; Minister of State for Petroleum , Timipre Silva ; Governor of Central Bank of Nigeria, Godwin Emiefele , and the Group Managing Director of NNPC , Mele Kyari .
The worldwide outbreak of COVID -19 pandemic and the international oil price fall had led to an urgent call by many countries to find ways to keep their different economies from recession .
The coronavirus pandemic had led to unprecedented disruptions to global supply chains , sharp drop in global crude oil prices, turmoil in global stock and financial markets , lockdown of large swaths movements of persons in many countries among others .

Two hundred and eight countries and territories have reported more than 1 ,263 , 976 novel coronavirus cases and 69 ,082 deaths worldwide since China reported its first cases to the World Health Organization in December.
The United States has recorded over 331 ,234 cases , 9, 458 deaths, while 16 ,690 persons have recovered .
The US Surgeon -General, Jerome Adams , on Sunday said this week could be a national catastrophe comparable to Pearl Harbor or the attacks of September 11 , 2001 , noting that the coronavirus pandemic could be happening all over the country .

He noted that the next 30 days would be critical for slowing the coronavirus’ s spread , adding that some early hot spots were actually starting to contain the virus .
“ This is going to be the hardest and saddest week of most Americans ’ lives , quite frankly, ” Adams said in an appearance on Fox News.
“ This is going to be our Pearl Harbor moment , our 9 / 11 moment, only it ’s not going to be localised. It ’s going to be happening all over the country , ” he noted.
The US currently has 323 ,953 confirmed cases and 9, 186 deaths while 16 , 690 persons had recovered.
Roughly 90 per cent of the country has been implementing stay-at -home orders, Adams said, despite the absence of a federal order .
Among the nine states without any formal stay- at-home orders in place are Nebraska, North and South Dakota and Iowa, which account for a large portion of America ’ s agriculture .
Adams urged governors in those states to look for ways to keep residents at home without disrupting the food supply .
He said, “ What I would say to those governors is if you can ’t give us a month, give us what you can. Give us a week ; give us whatever you can to stay at home during this particularly tough time when we’ re going to be hitting our peak over the next seven to 10 days .”
Adams defended President Donald Trump ’ s support for an unproven drug called hydroxychloroquine to treat the coronavirus, saying there had been “ some stories out there ” about it helping in some cases .
The surgeon general also noted that the drug had been available for several years, which he said should give doctors greater certainty about its potential side effects .
“ We feel a bit better regarding its safety than we do about a completely novel drug . And so we just want to be able to facilitate physicians and patients having that conversation ,” Adams explained .

Residents of some communities in the Federal Capital Territory , Ogun and Lagos states on Sunday violated the President , Major General Muhammadu Buhari’ s ( retd .) lockdown order .
On Saturday and Sunday , our correspondents in the FCT observed that although there was compliance with the order within the Abuja metropolis , residents of its suburbs , who cited hunger , went out contrary to the government ’s directive.
In Ogun State , the Deputy Governor , Noimot Salako - Oyedele , in a statement on Sunday , decried the level of compliance in the Ado -Odo / Ota Local Government Area .
Residents of Lagos areas such as Iyana -Ipaja , Ketu and Alapare cited hunger for violating the lockdown .
The President had , in a nationwide broadcast on February 29 , imposed 14 -day lockdown on the FCT , Lagos and Ogun states to curb the spread of COVID - 19 cases , which increased to 232 on Sunday .
Security men disperse traders at Kuje market
In the FCT , security personnel consisting of the police and the Federal Road Safety Corps officials chased away traders from Kuje market in the Kuje Area Council on Sunday .
One of our correspondents , who was in the area between 2pm and 3 pm , observed that while the market was locked, traders displayed their goods at its entrance .
On sighting the security men , some traders took to their heels and abandoned their wares which included clothes , food and cosmetics.
However, the security men were civil with those who had the courage to stay behind . They appealed to the traders to respect the sit - at- home order .
A barber , who gave his name simply as Tunde, was working in his shop not far away from the market .
He told The PUNCH that security men regularly patrolled the area to enforce the order .
He said , “ The security officials , especially policemen , have been coming here very often. Some of them insist that I close my shop , but others allow me after convincing them that mine is an essential service .”
Okada riders defy lockdown order in Kubwa
Commercial motorcycle riders , popularly known as okada in Kubwa , one of the major satellite towns in Abuja , defied the lockdown .
Okada riders were seen in most of the streets in Kubwa on Sunday , as they moved passengers from one location to another .
On the Arab Road , Byazhim , Kubwa Village Market , among other areas, for instance , the riders transported passengers who patronised them .
On why he was not obeying the lockdown , a rider , Umar Gambo , told one of our correspondents that it “ was difficult” for him to stay indoor continuously because he needed to fend for his family .

Markets , others open at Bwari
The rate of compliance in Bwari on Sunday was not as high as it was when the lockdown started last week .
One of our correspondents , who went around Bwari between 1pm and 2 pm , observed that many shops, markets , filling stations and pharmacies were opened .
Unlike the first two days when the roads were almost empty , there were movements of vehicles and commercial motorcycles .
Taxi drivers devise means of flouting order
Taxi drivers in the FCT , particularly in the Dei- Dei and Zuba areas, started work on Sunday
The PUNCH observed many taxi drivers resorted to wearing face masks and conveyed three passengers on the back seats , while squeezing two others in front .
In Zuba , it was observed that the drivers had increased their fares . It was gathered that they bribed policemen in order to operate , particularly from late afternoon and evening .
“ We cannot stay at home . We have to eat. We should wear face masks . I think that is enough. Some of the policemen are cooperative . They also understand that we cannot survive without working , ” a driver , Sanni Ahmed , said.
Hunger preventing us from observing lockdown – Lagos residents
Residents of communities in Lagos State told The PUNCH that hunger was responsible for their noncompliance with the lockdown .
While some residents observed the stay- home -order , others , including commercial motorists , were seen flouting the directive . They cited different reasons including hunger and illnesses when accosted by law enforcement agents .
When asked why she decided to disobey the stay -home directive, one Iya Rukayat , a bag seller in Ketu , said hunger prompted her to display her bags for sale. She added that she fed her family from her daily income .
She said , “ At first , I observed the order , but it got to a point that there was no money to feed my family , so I had to come out to sell my bags. I just started displaying my goods this morning and I have not made any sale. I cannot just stay at home when my family is hungry .”
Speaking on condition of anonymity , another resident of the Alapere, said she had not benefitted from the foodstuffs donated by state government .
At Berger, Iyana -Ipaja . Igando , Iba , Iyana -Iba and Mile 2 , motorcyclists , ( Okada ); tricyclists ( Keke) and traders were seen working without being disturbed by security men .
Ogun street urchins , cultists defy lockdown
In Ogun State, street urchins, cultists and some traders defied the sit -at -home order .
The lockdown , which commenced in the state on Friday night, recorded substantial compliance in many parts , but some residents of Sango - Ota and Ewekoro did not stay at home
Some miscreants in Ota defied the restriction of movement in the area while scrambling for foodstuffs donated by the state government .
An eye witness, who spoke on condition of anonymity, said the miscreants besieged the Ado-Odo / Ota Local Government headquarters following an announcement that foodstuffs would be shared in the place .
According to the source, the miscreants ran amok when they failed to get their share of the foodstuffs .

The deputy governor , in a statement by her press officer , Seun Boye , frowned upon the poor level of compliance by some residents of the local government area .
She was said to be on an assessment of the Ado- Odo / Ota and the Yewa South Local Government areas.
She said , “ On the violators, I have met with Ota Area ( police ) commander on my way and let me reiterate that the law must be obeyed and nobody would be spared .
“ We will also continue to engage our law enforcement agencies to make sure that they support us to be able to achieve our mission . ”
Also, the cultists in the Ifo Local Government Area of the state defied the restriction of movements in the area when they clashed .
The Police Public Relations Officer in the state , Abimbola Oyeyemi, while confirming the incident , said the cultists made a mess of the order .
He said the clash between two rival groups claimed one life . He added that four people had been arrested .

But Ekiti State on Sunday witnessed a large presence of security agents on the roads for the enforcement of the lockdown .
A resident , Olamide Akinwale, said the huge security presence might not be unconnected with an alleged threat by traders to violate the lockdown .
Akinwale also said the compliance with the lockdown was due to the punishment meted out to violators on Tuesday . He added , “ Many people are hungry and angry because they have no access to their means of livelihood .”
IDH workers to undergo test
The Lagos State Government will today ( Monday ) conduct COVID - 19 test on all health workers attending to patients at the Infectious Disease Hospital , Yaba.
A worker at the IDH, who confided in one of our correspondents on Sunday , said none of the personnel in the hospital had tested positive for the virus .
He said, “ We have been hearing the rumour that some nurses working at the Infectious Disease Hospital tested positive for COVID -19 . There is nothing like that to the best of my knowledge for now . However, we were told by the state government that all health workers will be tested , starting from tomorrow ( Monday ) . ”
When one of our correspondents contacted the state Commissioner for Health, Prof . Akin Abayomi, on the phone , he did not pick his calls . He also failed to respond to a text message sent to his mobile .
36- year- old dies of coronavirus in Lagos
Abayomi, on his verified twitter handle , @ ProfAkinAbayomi , on Sunday , said a 36 -year - old man had died of coronavirus in the state .
He said the Nigerian died on Saturday in a private facility , adding that it was the second coronavirus fatality in Lagos .
Recall that The PUNCH had on Friday reported that a 55 - year -old man died at the Lagos University Teaching Hospital , Idi -Araba , becoming the first coronavirus- related death recorded in Lagos .
He tweeted , “ We lost a COVID -19 patient – a 36 -year - old Nigerian male who died in a private facility on the 4 th of April , 2020 . The total number of # COVID - 19 patients who have died is now two. ”
Lagos discharges five more COVID- 19 patients
Also, the state on Sunday discharged five patients receiving treatment at the IDH , Yaba .
The Governor , Babajide Sanwo - Olu , disclosed this on his twitter handle , @Jidesanwoolu . The total number of discharged patients in the state is now 29 .
He tweeted , “ Dear Lagosians , yesterday I announced the discharge of one more patient from our Infectious Disease Hospital , Yaba .
“ Today , I am happy to inform you that five more patients comprising two males and three females, including a 10 - year - old girl, have tested negative twice for # COVID 19 .
“ These five patients have been discharged to reunite with their families . This brings to a total of 29 , the number of patients who have fully recovered and have been discharged from our facility at Yaba. ”

Meanwhile, the Nigerian Medical Association and the National Association of Nigeria Nurses and Midwives have warned the Federal Government against the plan to invite 18 medical experts from China .
The Minister of Health, Dr Osagie Ehanire, had , during a briefing by the Presidential Task Force on COVID -19 on Friday , said a Nigeria Air Force plane would depart Nigeria for China to bring medical supply and the experts in response to the virus.
But in separate interviews with The PUNCH , in Abuja , the NMA and the NANNM expressed their reservation about the move .
The NMA President , Dr Francis Faduyile , said when NMA leadership met the minister , there was no discussion about hiring foreign experts .
He said that the minister needed to explain to Nigerians if the Chinese would be in 14 -day isolation since they would be coming from a highly infected country .
Francis said, “ The question that comes to mind is what happens to the national protocol on people coming into the country . The policy is that everybody coming from abroad , especially countries with high cases like China , must undergo 14 days isolation. When these people come , will they go into self - isolation for 14 days before they start working ?
“ If they are medical practitioners, are they going to apply for registration to work from the Medical and Dental Council of Nigeria ? These are issues that beg for answers that the minister should put in public place . ”
Also, Faduyile , in a statement on Sunday said the NMA members were making huge sacrifice to respond to the deadly disease despite absence of adequate personal protective equipment to work within hospitals .
Faduyile warned that coronavirus death toll in Italy rose after Chinese medical experts arrived in the country to offer assistance .

He stated , “ The association believes that this invitation is ill -timed and of no overbearing significance considering that whatever experiences the Chinese have can be shared by digital technology through conferencing bearing in mind that Dr Chikwe Ihekweazu ( NCDC Director General) has only just returned from China . We are not averse to the donation of equipment and supplies because we can always do with such support . ”
Also, President of the NANNM , AbdlRauf Adeniji , said the minister was repeating the mistake that militated against Nigeria ’s health system .
He said , “ Our problem in Nigeria is that we have never learnt any lesson from experience. We do the same thing the same way and get the same result . Somebody is repeating the process .
“ What we suffer in this country is maladministration of the resources we have . What have we done with the health personnel we have on ground? The minister of health and the agents working with him should always weigh what they want to tell the public .
“ If they want to bring in people from China , we need to know which area they are coming to fill . When we have not taken stock of what we have, how do we know what we need ?
A group , under the aegis of Indigenous People of Niger Delta , has warned government against any move to invite Chinese doctors into the country under any guise to treat patients of coronavirus pandemic.
The group ’s warning was contained in a statement by its President , Prince Tiemo Pumokumo and addressed to the Chairman of the South -South Governors ’ Forum, Governor Ifeanyi Okowa ; the governors of Niger Delta states and the Minister of Niger Delta Affairs.
18 new cases recorded on Sunday – NCDC
The Nigeria Centre for Disease on Sunday morning said 10 new cases had been recorded
The NCDC via its twitter handle , @NCDCgov , said, “ Ten new cases of COVID - 19 have been reported in Nigeria . Six in Lagos , two in FCT and two in Edo .
“ As of 11 : 15 am of April 5 , there are 224 confirmed cases of COVID -19 reported in Nigeria. Twenty-seven have been discharged with five deaths. ”
On Sunday night , it said eight new cases were recorded . Five were in Lagos , two in the FCT and one in Kaduna, bringing the total number of cases recorded on Sunday to 18 .
The NCDC via its twitter handle , @NCDCgov , said, “ As at 09 : 30 pm of April 5 , there are 232 confirmed cases of COVID - 19 reported in Nigeria . Thirty -three have been discharged with five deaths.”
With the latest cases , Lagos now has 120 cases ; the FCT , 47 ; Osun, 20 ; Kaduna, five ; Oyo, nine, Enugu , two ; Edo , nine; Bauchi , six ; Ekiti, two; Akwa Ibom, five and Ogun , four . Rivers , Benue and Ondo have one case each .

Residents of some communities in the Federal Capital Territory , Ogun and Lagos states on Sunday violated the President , Major General Muhammadu Buhari’ s ( retd .) lockdown order .
On Saturday and Sunday , our correspondents in the FCT observed that although there was compliance with the order within the Abuja metropolis , residents of its suburbs , who cited hunger , went out contrary to the government ’s directive.
In Ogun State , the Deputy Governor , Noimot Salako - Oyedele , in a statement on Sunday , decried the level of compliance in the Ado -Odo / Ota Local Government Area .
Residents of Lagos areas such as Iyana -Ipaja , Ketu and Alapare cited hunger for violating the lockdown .
The President had , in a nationwide broadcast on February 29 , imposed 14 -day lockdown on the FCT , Lagos and Ogun states to curb the spread of COVID - 19 cases , which increased to 232 on Sunday .
Security men disperse traders at Kuje market
In the FCT , security personnel consisting of the police and the Federal Road Safety Corps officials chased away traders from Kuje market in the Kuje Area Council on Sunday .
One of our correspondents , who was in the area between 2pm and 3 pm , observed that while the market was locked, traders displayed their goods at its entrance .
On sighting the security men , some traders took to their heels and abandoned their wares which included clothes , food and cosmetics.
However, the security men were civil with those who had the courage to stay behind . They appealed to the traders to respect the sit - at- home order .
A barber , who gave his name simply as Tunde, was working in his shop not far away from the market .
He told The PUNCH that security men regularly patrolled the area to enforce the order .
He said , “ The security officials , especially policemen , have been coming here very often. Some of them insist that I close my shop , but others allow me after convincing them that mine is an essential service .”
Okada riders defy lockdown order in Kubwa
Commercial motorcycle riders , popularly known as okada in Kubwa , one of the major satellite towns in Abuja , defied the lockdown .
Okada riders were seen in most of the streets in Kubwa on Sunday , as they moved passengers from one location to another .
On the Arab Road , Byazhim , Kubwa Village Market , among other areas, for instance , the riders transported passengers who patronised them .
On why he was not obeying the lockdown , a rider , Umar Gambo , told one of our correspondents that it “ was difficult” for him to stay indoor continuously because he needed to fend for his family .

Markets , others open at Bwari
The rate of compliance in Bwari on Sunday was not as high as it was when the lockdown started last week .
One of our correspondents , who went around Bwari between 1pm and 2 pm , observed that many shops, markets , filling stations and pharmacies were opened .
Unlike the first two days when the roads were almost empty , there were movements of vehicles and commercial motorcycles .
Taxi drivers devise means of flouting order
Taxi drivers in the FCT , particularly in the Dei- Dei and Zuba areas, started work on Sunday
The PUNCH observed many taxi drivers resorted to wearing face masks and conveyed three passengers on the back seats , while squeezing two others in front .
In Zuba , it was observed that the drivers had increased their fares . It was gathered that they bribed policemen in order to operate , particularly from late afternoon and evening .
“ We cannot stay at home . We have to eat. We should wear face masks . I think that is enough. Some of the policemen are cooperative . They also understand that we cannot survive without working , ” a driver , Sanni Ahmed , said.
Hunger preventing us from observing lockdown – Lagos residents
Residents of communities in Lagos State told The PUNCH that hunger was responsible for their noncompliance with the lockdown .
While some residents observed the stay- home -order , others , including commercial motorists , were seen flouting the directive . They cited different reasons including hunger and illnesses when accosted by law enforcement agents .
When asked why she decided to disobey the stay -home directive, one Iya Rukayat , a bag seller in Ketu , said hunger prompted her to display her bags for sale. She added that she fed her family from her daily income .
She said , “ At first , I observed the order , but it got to a point that there was no money to feed my family , so I had to come out to sell my bags. I just started displaying my goods this morning and I have not made any sale. I cannot just stay at home when my family is hungry .”
Speaking on condition of anonymity , another resident of the Alapere, said she had not benefitted from the foodstuffs donated by state government .
At Berger, Iyana -Ipaja . Igando , Iba , Iyana -Iba and Mile 2 , motorcyclists , ( Okada ); tricyclists ( Keke) and traders were seen working without being disturbed by security men .
Ogun street urchins , cultists defy lockdown
In Ogun State, street urchins, cultists and some traders defied the sit -at -home order .
The lockdown , which commenced in the state on Friday night, recorded substantial compliance in many parts , but some residents of Sango - Ota and Ewekoro did not stay at home
Some miscreants in Ota defied the restriction of movement in the area while scrambling for foodstuffs donated by the state government .
An eye witness, who spoke on condition of anonymity, said the miscreants besieged the Ado-Odo / Ota Local Government headquarters following an announcement that foodstuffs would be shared in the place .
According to the source, the miscreants ran amok when they failed to get their share of the foodstuffs .

The deputy governor , in a statement by her press officer , Seun Boye , frowned upon the poor level of compliance by some residents of the local government area .
She was said to be on an assessment of the Ado- Odo / Ota and the Yewa South Local Government areas.
She said , “ On the violators, I have met with Ota Area ( police ) commander on my way and let me reiterate that the law must be obeyed and nobody would be spared .
“ We will also continue to engage our law enforcement agencies to make sure that they support us to be able to achieve our mission . ”
Also, the cultists in the Ifo Local Government Area of the state defied the restriction of movements in the area when they clashed .
The Police Public Relations Officer in the state , Abimbola Oyeyemi, while confirming the incident , said the cultists made a mess of the order .
He said the clash between two rival groups claimed one life . He added that four people had been arrested .

The Joint Admissions and Matriculation Board has said it has not yet fixed the cut -off marks for the 2020 Unified Tertiary Matriculations Examination . It described the cut- off marks being circulated on the Internet as fake.
The board stated this in its weekly bulletin obtained by our correspondent on Sunday .
It stated that the 2020 UTME cut- off marks would be decided at a stakeholders ’ policy meeting that would be chaired by the Minister of Education , Adamu Adamu .
JAMB said , “ Kindly disregard any cut -off marks paraded by fraudsters. It is fake news . ”
The board ’s Head of Media and Information , Dr Fabian Benjamin , added , “ The board has fixed the policy meeting for June 15 and 16 , 2020 . Cut-off marks are decided at a policy meeting chaired by the Minister of Education with all the heads of tertiary institutions , chief executive officers of regulatory agencies in education and all other critical stakeholders in attendance.
“ This meeting has been fixed for June 15 and 16 , all things being equal. Until this meeting is held , nobody can talk about cut -off marks . Nigerians are advised to disregard any such marks being paraded. ”
Meanwhile, JAMB has delisted nine Computer - Based Test centres used in the conduct of the 2020 UTME for engaging in various infractions.
While one was delisted for conniving with candidates to engage in malpractices during the conduct of the UTME , others were delisted for technical deficiency.
